Government Announces Competition Framework for Offender Management Services

The Ministry of Justice has yesterday published its competition strategy for offender management services.
The strategy, which can be found at the Ministry of Justice Website, makes it clear that the Government is committed to radical public service reform and that the guiding principle for offender services will be that competition will apply to all services not bound to the public sector by statute.
It outlines plans to put nine prisons out to competitive tender in the next year, as well as Community Payback, electronic monitoring and a number of payment-by-results pilot propjects. It is less specific about details for competition in non-custodial sentences currently delivered by probation but further, more detailed proposals are expected this autumn.
